2. Conditions for any biometric project
- Explicit legal basis and, where required, informed consent obtained before collection.
- Legitimate, specific and documented purpose; no repurposing without a new assessment.
- Prior impact assessment covering rights, proportionality and less intrusive alternatives.
- Defined deletion period for templates and source material, with verifiable execution.
- Security controls proportionate to the sensitivity of biometric data.
- Human oversight of any consequential outcome and a channel to contest it.
- Data minimization: the least data, for the shortest time, at the lowest resolution that meets the purpose.
- Audit and logging of access and use.
3. Prohibitions
- No sale, rental or commercial transfer of biometric data.
- No mass surveillance presented or designed as a benefit.
- No covert collection where notice or consent is legally required.
- No use targeting people on the basis of protected characteristics.
4. Statement
Every biometric application must be designed with legal authorization, legitimate purpose, security, human oversight, data minimization and protection of civil rights.
